DOUGLAS E. ROBERTS is a Senior Associate in the Government Enforcement, Compliance, and White Collar Litigation and Qui Tam/False Claims Act Practice Groups of Pietragallo Gordon Alfano Bosick & Raspanti, LLP.
In his White Collar practice, Mr. Roberts has represented both individuals and entities in complex criminal investigations and litigation, in both federal and state court. A former Assistant Federal Defender, Mr. Roberts has served as the lead counsel in both bench and jury trials, he has litigated successful suppression motions, and he has negotiated the dismissal of felony charges. For cases in which a sentence was imposed, Mr. Roberts has been able to achieve downward variances and departures from the U.S. Sentencing Guidelines at a rate, and to a degree, far greater than norm. Mr. Roberts also has handled numerous appeals and previously served on the Clemency Project, a DOJ initiative that encouraged qualified federal inmates to petition to have their sentences commuted, or reduced, by the President of the United States. Mr. Roberts is a Criminal Justice Act Panel Attorney for the U.S. District Court of the Eastern District of Pennsylvania.
In his Qui Tam practice, Mr. Roberts represents both whistleblowers and defendants in litigation across the country, primarily in health care fraud matters. He also represents clients in civil enforcement actions brought by government agencies including the Department of Justice and the Securities Exchange Commission, in complex civil litigation, and in professional disciplinary proceedings. Additionally, Mr. Roberts accepts appointments from the U.S. District Court for the Eastern District of Pennsylvania in employment and prisoner civil rights cases.
Mr. Roberts is a member of many organizations including the American Bar Association, the Federal Bar Association, the Philadelphia Bar Association, the Chester County Bar Association, and the National Association of Criminal Defense Lawyers (“NACDL”). Within the American Bar Association, he is on many committees including the Criminal Procedure & Evidence Committee, the Corrections Committee, the Pretrial Justice Committee, the Sentencing Committee, and the White Collar Crime Committee. He is also a member of NACDL’s White Collar Committee.
Mr. Roberts graduated from Vanderbilt Law School, where he served as the Editor-In-Chief of the Vanderbilt Law Review and was selected for Order of the Coif. After law school, he clerked for the Honorable Kent A. Jordan, United States Court of Appeals for the Third Circuit.
Mr. Roberts frequently writes and speaks on topics related to his criminal and civil practice, with particular emphasis on federal sentencing issues, financial fraud, the Anti-Kickback Statute, and the False Claims Act. Prior to attending law school, Mr. Roberts received his M.A. in Creative Writing from Boston University, and he is an avid writer and reader of fiction.
